Medicaid Alternative Care (MAC) and Tailored Supports for Older Adults (TSOA) Programs began in 2017 in Washington State. These programs provide support and services to help individuals remain in their own home and potentially reduce their need for long-term care facilities. These home-based support programs also focus on providing tangible resources to unpaid caregivers/helpers who help care for another person. Caregivers/helpers might be a parent, family member, spouse, or friend.
On MAC or TSOA, clients work with their case manager to personalize a monthly home-based benefits package that can be used on a variety of items. Benefits may include home-delivered meals, personal emergency/safety buttons, specialized equipment (grab bars, bath benches, railings, etc.), incontinence supplies, in-home care, consultants, and case management services.

Age Eligibility
- Applicant must be 55+ years old
- Must have an unpaid caregiver age 18+
- Applicant must be 55+ years
- Can be an individual applicant OR can have an unpaid caregiver age 18+
Functional Eligibility
- Must be receiving help with Activities of Daily Living (ADLs) such as: Bathing, Toileting, Eating, Walking, Transfers, Medication reminders/management
- Must be enrolled in Apple Health – Medicaid
- Must be receiving help with ADLs (same as MAC)
- Must not be enrolled in Apple Health
Financial Eligibility (Single Person)
- Gross monthly income of less than $3,868
- Resource limit: $77,052
- No estate recovery
- Free services
Same as MAC
Financial Eligibility (Married)
- Gross Monthly income: less than $3,868
- Resource limit: $149,581
- Spouse’s income not counted
- No estate recovery
- Free services
